Disadvantaged Business Enterprise Program (DBE)
Redmond Municipal Airport (RDM) has an established Disadvantaged Business Enterprise (DBE) Program for businesses that are certified as socially or economically disadvantaged in accordance with the U.S. Department of Transportation (USDOT) regulations, 49 CFR Part 26. RDM receives Federal financial assistance from the USDOT through the Federal Aviation Administration (FAA) primarily for airport construction projects. As a condition of then financial assistance, RDM will ensure that DBE-certified businesses have an equal opportunity to compete for and to enter into contracts with the City of Redmond.
This grant assurance requires RDM to establish DBE plans, set annual DBE participation goals for airport projects and concessions, and submit annual achievement reports to the FAA detailing actual DBE participation. Most certified DBEs are minority and women-owned businesses, and all DBEs must not exceed the federally defined size and revenue standards.

Airport Concession Disadvantaged Business Enterprise Program (ACDBE)
RDM has established an Airport Concession Disadvantaged Business Enterprise (ACDBE) program in accordance with the U.S. Department of Transportation (USDOT) regulations, 49 CFR Part 23. RDM is a non-hub airport and has received Federal financial assistance authorized for airport development after January 1988 (authorized under Title 49 of the United States Code). RDM has signed airport grant assurances that will comply with 49 CFR Part 23.

Roberts Field has a number of land parcels that have been subdivided and zoned near Redmond Municipal Airport in Central Oregon. Redmond Municipal Airport is home to Roberts Field located in Redmond, Oregon. Servicing the residents of Central Oregon. Roberts Field benefits from high tourism year-round in Central Oregon. Central Oregon includes Crook, Deschutes, and Jefferson Counties.

ACTIVITY AND PARKING PERMITS
Activity and Vendor Parking permits are REQUIRED for all Individuals, Groups, Organizations and Businesses wishing to do business, host events, or provide transportation or other services in the Main Airport Terminal, Parking lot and on Airport Property.
Airport Vendor Parking:
- The Airport Vendor Parking Lot is located at the SouthWest Entrance of the Main Terminal Facility.
- The Vendor Parking area is only for authorized business pick-up, delivery, and drop-off. All Vehicles must display proper signage and/or vendor parking permit and are allowed up to 60 minutes unless otherwise authorized by Airport Administration. View Vendor/Cargo Parking Lot Rules
City of Redmond Airport Rules and Regulations: 3.4 Commercial Activity states the following:
“No person or entity shall occupy or rent space, nor conduct any business, commercial activity or enterprise, or another form of revenue-producing activity on the Airport without first obtaining a written lease, permit or another form of written agreement and authorization from the Airport Director, unless specifically acknowledged and waived by the Airport Director. Commercial aeronautical activities are governed by the Airport Minimum Standards.”
